# Outpatient Milestone — Feature Branch

## Included
- Staff membership registry with admin-only creation (existing emails cannot be claimed across tenants).
- Facility department creation with tenant and facility scope checks.
- Appointment scheduling, scoped patient/facility selection, optional department, check-in.
- Clinician/admin consultation creation, draft notes, assessment, treatment plan, completion.
- Expanded navigation and security tests for cross-tenant appointment and encounter access.

## Constraints and unfinished work
- Staff accounts created with unknown random passwords cannot be used until an invitation or administrator-led account activation system is implemented.
- Staff role is per organization, not per facility; professional credential verification and fine-grained permissions are not implemented.
- The outpatient screens have not been run against a completed Laravel skeleton or database. Execute migrations and feature tests locally.
- Encounter notes can be edited in-place while open. Immutable revisions, professional sign-off, detailed audit history, orders, prescriptions, vital signs and clinical safety checks are not implemented.
- Appointment check-in is not yet connected to an encounter state machine.
- All demonstrations must use synthetic data only; this is not suitable for live patient care.
- Review and test before merging into `main`.
